Hong Kong University be revived as soon as practicable to serve the immediate needs of Hong Kong, priority being given to the Medical and Engineering faculties, the Arts faculty being reconstituted primarily for students for the teaching profession (para. 11).

A number of scholarships to Hong Kong University be made available to Chinese students in China. (para- 12).

A Commission of Enquiry be appointed to consider the question of the future status of Hong Kong University and the contemplated University in Malaya, and to advise upon the full development of the higher educational system in both territories. (para. 10).

That all institutions providing facilities at the outbreak of war for higher education, the training of teachers and medical students, and vocational training, be restored as far and as early as possible. (para. 13).

The recruitment and training of an adequate number of teachers be regarded as of primary importance. (para.14).

6. The development of higher education in Malaya should be

along the lines favoured by the licLean Commission 1939 as far as conditions permit. (para. 17).

An expert be appointed to examine and report on the educational buildings and equipment available as soon as practicable after the reoccupation of the territories. (para. 18).
